We corresponded recently about the possibility of the Post Office issuing a Gandhi commemorative stamp in 1969. As you know, I had reluctantly decided that I would not be able to fit such a stamp into our program. However, I have now

reviewed the position again and feel that it would be appropriate to issue such a stamp.
It will not now be possible to include a stamp in our Anniversaries series. This means that we shall have to make a special issue later in the year. We have a full program of special issues for next year and the only time when we could fit in a new stamp would be August. 
I would be grateful if you would regard this decision as confidential for the time being.
