Stonehouse wrote to Lord Shepherd advising him of his change of mind about the Gandhi stamp on December 27, 1968.
reviewed the position again and feel that it would be appropriate to issue such a stamp.
It will not now be possible to include a stamp in our Anniversaries series. This means that we shall have to make a special issue later in the year. We have a full program of special issues for next year and the only time when we could fit in a new stamp would be August.
I would be grateful if you would regard this decision as confidential for the time being.
