Biman Mullick, 35, an Indian graphic designer, who as a boy met Gandhi, displaying his winning design for the Gandhi Centenary Year stamp, the first British stamp to commemorate an overseas leader and the first designed by a foreign artist. The stamp, which has as its background the orange, white and green Indian flag, is to be issued on Aug. 13.
